This is very wonky and I suspect most CO frontline eligibility workers aren't aware of it. The Higher Education Service-Learning program and the AmeriCorps umbrella program Most of the payments are made as a weekly stipend or for educational assistance. There are approximately forty-seven (47) different NCSA programs and they vary by (JTPA) applies to projects conducted under Title I of the NCSA as if such projects were Of 1990, as amended, provides that Section 142(b) of the Job Training Partnership Act You're correct that Colorado does differentiate between VISTA and the rest of the Americorps umbrella programs:Ĥ.405.2 Income Excluded by Other Federal Statutes

u/kaykayekeigh I saw you reference Colorado's SNAP rules at Volume 4. And then, which one would override the other?Įyyy I'm here. So can someone set the record straight? Does it matter if americorps members are from VISTA or state/national programs if they apply? And do they have to be receiving benefits beforehand as a state/national member to receive food stamps? There seems to be conflicting information and a discrepancy between federal and state laws. When I applied she said that she even grouped me under NCSA and said I still didn't qualify. In this article they are separating the two americorps programs (VISTA and State/National) and saying there are different rules on whether to count the stipend as income when applying for food benefits. Here it states that ""The NCSA states that allowances, earnings, and payments to participants in AmeriCorps programs “shall not be considered income for the purposes of determining eligibility for and the amount of income transfer and in-kind aid furnished under any Federal or federally-assisted program based on need, other than as provided in the Social Security Act.” 42 U.S.C. But she said they are all grouped into the same category in their system and would abide by the same rules. However, I tried to explain to her that there are different rules for Americorps ViSTA members and Americorps state and national members. If the client was not receiving SNAP benefits when he or she joined VISTA, the VISTA payments shall count as earned income." VISTA payments are excluded if the client was receiving SNAP benefits when he or she joined VISTA. The lady cited Colorado law which states "Earned income includes government payments from Agricultural Stabilization and Conservation Service and wages of AmeriCorps Volunteers in Service to America (VISTA) workers.

The confusion is one whether or not the stipend received as an americorps would count as income. So I tried to apply for food stamps as an americorps member this time around and i was denied.
